Rostislav Agapov graduated from Moscow State M. V. Lomonosov University (Law Faculty), he holds a Candidate of Law degree.

Rostislav specializes in real estate, land law, and legal support for construction and investment projects.

He began his career with a major property developer, before heading the legal department of an independent automotive holding.

At Sameta, Rostislav has successfully carried out numerous projects to acquire and sell land plots and other immovable property in many Russian regions, as well as other developer projects. The practices clients include leading international retailers, western banks, car manufacturers, and energy companies.

He is the author of many expert commentaries and articles in the business press and an active participant in drafting legislation.

Real Estate

  • Advising a state scientific institution established under the Russian government on issues related to the management of real estate held by right of operational management (federal property), including resolution of disputes with previous tenants and borrowers.
  • Advising an international investment fund on investment in construction of a Class A office complex, including due diligence of the property, structuring and transaction support.
  • Advising a major European bank in connection with an investment project in Krasnoyarsk financed by a loan from the client, including possible mechanisms through which the developer may sell the property at the stage of construction.
  • Advising the owner of a tourist resort complex in Sochi on issues related to land rights in the context of relations with the local office of the Federal Agency for State Property Management; assessment of the status, prospects for development and future of the property in view of its inclusion in the federal programme for the development of Sochi.
  • Due diligence of a property contemplated to be acquired by a leading Russian investment company with a subsequent change of its designated use.
  • Advising a Russian real estate investment and development holding on investment in construction of apartment buildings in the Kaluga region.
  • Advising the seller (a major auto holding) on the sale-purchase of a vehicle service centre for the representative office of a well-known German auto concern.
  • Advising a major Russian development contractor on resolution of a dispute with a customer over the construction of a shopping mall.
  • Due diligence of land plots in various Russian regions, to be acquired in order to build auto dealership and service centres of a leading Swedish vehicle and construction equipment manufacturer; structuring and support of the transactions on acquisition of the land plots and other real estate.
