Andrei specializes in representing clients in tax disputes before the commercial courts, supporting tax audits, conducting tax due diligence, advising on complex industry-specific matters concerning the taxation of extraction and infrastructure companies.

Andrei has more than 16 years of experience as the head of tax departments in major Russian companies. Before joining Sameta, Andrei had been the head of tax practice in major Russian tax consulting company, for six years. He headed the tax department of FGUP Russian Post for a number of years and also worked for the internal audit departments of Norilsk Nickel and RusPromAvto.

In his years as head of major Russian tax consulting company tax advice department, Andrei advised some of Russia’s biggest and most influential companies, such as ONEXIM group, GAZ Group, Russian subsidiary of transnational corporation Continental, gold mining enterprises of Gazprombank and Polymetal, major transporter Sakhalin Shipping Company, metallurgical enterprises Krastsvetmet and Corporation VSMPO-Avisma, property developer Prominvest. Andrei represented an oil refiner within Surgutneftegaz, defense enterprises, and aviation enterprises of UTair before court.

As head of the FSUE Russian Post tax control department, Andrei created the system of tax accounting, control and methodology from scratch. Andrei also created and organized the working system of Russian Post tax experts across more than 80 branches around Russia and provided full support for all field and desk audits.

Russian tax legislation is constantly being amended and tax rules are often worded ambiguously, leading to inconsistent interpretation by the authorities, including tax bodies.
