Andrey specializes in advising Russian and international clients on various issues regarding the Russian antimonopoly law.
Andrey has many years of experience in representing the interests of companies before the Federal Antimonopoly Service of the Russian Federation and commercial (arbitrazh) courts in cases on violation of the antimonopoly law, advertising law, trade and public procurement law as well as in administrative liability cases.
Under his supervision and with his direct participation, a large number of antimonopoly cases and court disputes related to the violation of the antimonopoly law were successfully resolved in favor of his clients, large credit, insurance and transport companies as well as energy holdings.
Andrey advises privately held companies and state owned corporations on issues of the application of public procurement regulations, including the elaboration of documents regulating the process of public procurement activities of large companies as well as the performance of separate public procurement procedures.
Andrey has broad experience in performing due diligence on issues related to antimonopoly law compliance and obtaining of prior consents of the antimonopoly authorities for the performance of actions and making transactions.
Before joining Sameta, Andrey successfully protected the interests of one of Russia's leading mobile providers.
Andrey is a member of the Association of Antimonopoly Experts.
Àndrey graduated from the Faculty of Private International Law of the Kutafin Moscow State Law University (MSLA), received the additional qualification «Interpreter/Translator in the Field of Professional Communication» and completed a study at the Faculty of Law and Economics of the Friedrich-Wilhelm-University of Bonn (Germany).
